Developing a Company safety management system can seem daunting; but it doesn't have to be and neither does it have to be complete overnight. It's about taking a measured approach to continuous improvement over the long run. That said, it's best to get started earlier than later, showing good intent, and it's amazing how things can come together like a jigsaw puzzle. 

One simple suggestion would be to start with the Company's Policy Statement and address the most material risks facing the business as soon as possible on a priority basis. E.g. what could critically harm your people? & what's your immediate process to mitigate this from happening? 

i.e. 

1. Is it the direct tasks your own workers undertake? then consider the Company Safe Job Planning Standard Pack
2. Is it ensuring your contractors are meeting compliance? then check out the Contractor Management Pack, Or;
3. Is it you principally operate as a Project delivery firm? then refer to the Project Management Pack

In summary, address your most critical areas of Risk facing your people (& in line with your primary operating model) first and then build it out from there.

This will be really up to the end user, what makes sense to the Company's existing model & structure, and how exacting you would like them to be. All the documents and material our generic enough that they could generally work holistically as is, however it's advised to do a quick once-over review, perhaps adding Company logo's, amending the document reference in footers if wanted, and any wording that would better align with existing Company documents.
